Biard states “It has always been my desire to uphold the integrity and professionalism of our justice system. Ultimately, it is our judges who must ensure fair and equal treatment to all citizens, and I welcome the opportunity to assist in that cause as District Judge. I possess the requisite skill and expertise to hear the multitude of cases that come before the District Court. As a criminal defense lawyer, I have the experience necessary to judge those accused of crimes and to assess the appropriate sentence on those found guilty. As a real estate title examiner for Stone Title Company, I have the knowledge required to rule in matters involving title to real estate. In representing numerous community businesses and financial institutions, I have the business and financial acumen to preside over civil and business matters. As Mayor of the City of Paris, I had the privilege of presiding over meetings and resolving conflict. Perhaps most importantly, I possess the integrity and temperament to be an effective judge. I look forward to the campaign and am excited to meet the residents of Delta, Franklin, Hopkins and Lamar Counties.”

Biard is licensed by the Texas Supreme Court and is admitted to practice in all Texas courts as well as federal courts in the Eastern District of Texas.
